Major activities

 Situation analysis: In the context of ongoing decentralization reform in the Western Balkans, local governments' responsibilities are becoming increasingly important and versatile. While some progress has been made, the effective and accountable delivery of quality public services at the local level still faces considerable challenges in terms of insufficient fiscal decentralization, fragmented local governments systems, limited capacity to design and implement integrated local development strategies as well as regulatory complexity and unsustainable training structures. Quality service delivery requires sufficient functional and technical capacities that are key to successful and integrated local development. It also requires a well-functioning service delivery system marked by accountability in the delivery chain, participatory planning mechanisms that involve multi-stakeholder partnerships and skilled and competent local government officials.

Proposed programme: This project aims to strengthen the capacity of local governance systems and actors, including civil society, for effective and inclusive service delivery as a means to achieving broader human development outcomes such as the MDGs. It sets out to review the current trends in decentralized service delivery and develop concrete country-specific recommendations. It takes place in the wider context of UNDP support for improvements in local government and of economic and social development in the Western Balkans

Anticipated results: Regional Status Report on the current state of local service delivery in the Western Balkans produced; MDG-based municipal performance measurement guide piloted, adapted and distributed; improved national response to enhance local service delivery mechanisms; knowledge fair to share findings of regional reports, national action plans and success stories/lessons learned between municipalities organized.
