Build capacity of local experts in SEA application

Project Justification / Background

UNDP, REC and UNECE have supported 5 EECCA countries (listed above) in capacity development for the SEA Protocol implementation. Project has resulted in implementation of the capacity development activities: pilot SEA projects in Armenia and Belarus, and development of the national capacity development manuals for the SEA Protocol implementation. Besides that 4 countries were assisted in development of the national strategies for the SEA Protocol implementation. The project experience, as well as the national strategies mentioned above state that there is still little experience among practitioners as well as government representatives in applying SEA. In order to apply SEA more systematically at national level, in a cost-effective way, there is a need to create of the pools of national experts being able to conduct SEA, more and more without external assistance.
Project Goal

Noting the above, the main goal is to build capacity of local experts in SEA application in order to enhance the ability of the respective countries to apply SEA on a more systematic basis. The project specific objectives are:
-    To train the future local trainers (selected based on the set criteria);
-    Potentially to develop the project follow-up aiming at rolling out a number of the training for national stakeholders, applying the knowledge and capacity of the local trainers gained during the regional ‘training for trainers’.
 
Project Outcomes

1.    Preparation of training material:
-    Case study preparation and testing
-    Incorporation of the Manual on the SEA Protocol implementation into the GTZ/InWent SEA training manual
2.    Organization of training (for around 15 participants)
3.    Evaluate the training and develop the follow-up proposal for rolling out the training at national level

Project Responsibilities and Management

UNDP Bratislava Regional Centre Project Manager will be responsible for the achievement of the overall project goal. Assigned person from the contracted Czech organization will be responsible for submitting all the agreed high-quality deliverables, within the set time frame.
