Capacity development in Europe and the Commonwealth of Independent States

As part of a fundamental shift in the way the world delivers development assistance, UNDP has adopted the capacity development approach throughout our work from democratic governance to poverty reduction, to the environment, to crisis prevention and recovery.

Countries must guide their own development – that is why strengthening national capacities is at the heart of our mission. UNDP supports the development of capacities at the national and local level for effective institutions that can deliver services to the public, and manage and coordinate development assistance – all with the aim of improving the quality of life for those living in the region of Europe and Commonwealth of Independent States (CIS).

We support our national partners to assess their own capacities, to develop and implement responses that build on existing capacities, and to evaluate changes over time. Responses cover accountable leadership, long-term education and learning, stronger partnerships between citizen and state, and institutional reform.

Above all, capacity development is about transformations – in people, organizations and societies – that lead to sustainable human development.
